Students held back do better!

Lagging students who are held back a year, perform significantly better over the next 3 years than those who weren’t held back.

The Bloomberg administration’s Student-promotion policy requires students who score the lowest level in state English and math tests to repeat the grade.  New York’s Mayor Bloomberg pushed this policy through for 2004 and since then has expanded the policy to other grades.

The study, conducted by Rand Corporation, researched several years of performance reports by fifth-graders subjected to the policy and compared them with fifth-graders performance prior to the policy. The study not only showed improved performance, but also that fewer students are being held back.

Should Delaware consider a policy like this?
